2024 PSHB Open Season Extended

The Office of Personnel Management (OPM) has announced an extension to the open enrollment period for the new Postal Service Health Benefits (PSHB) program. This extension allows eligible participants to enroll in the PSHB program until Friday, December 13, 2024, at 11:59 PM Eastern Standard Time. It is crucial to note that this extension specifically applies only to the PSHB program, while the open enrollment period for the Federal Employees Health Benefits (FEHB) program will conclude earlier, on Monday, December 9, 2024.

The PSHB program, which is set to launch on January 1, 2025, will provide comprehensive health benefit plans tailored for eligible Postal Service employees, their dependents, and Postal Service retirees. This initiative was established under the Postal Service Reform Act, aimed at enhancing health coverage for a demographic that had previously faced challenges in accessing affordable health insurance options.

OPM disclosed the 2025 average premiums for the PSHB program in September, highlighting an average increase of 11.1% for enrollees’ share of the next year’s premiums. This increase is notably lower than the projected 13.5% average raise for the FEHB program enrollees’ premiums. The variance in premium adjustments between the two programs has been attributed to several factors, including the deeper integration of Medicare provisions within the PSHB framework, distinct cost structures of the plans offered, and demographic trends specific to the Postal Service workforce.

As the transition to the PSHB program approaches, OPM has outlined several key elements regarding this new health benefits framework. Notably, effective January 1, 2025, Postal Service employees and retirees will no longer be eligible for FEHB enrollment and must opt for the PSHB program to sustain their health insurance coverage. However, those covered under another family member’s FEHB plan will retain their coverage beyond the transition date.
