
Identification of Skeletal Remains in Georgia Paves New Investigative Path
In a significant development in an ongoing investigation, authorities have positively identified the skeletal remains of an unidentified man discovered in September 2021 in rural Dallas, Georgia. The remains were found by a property owner, prompting an immediate response from local law enforcement. Initial examinations indicated that the deceased was a white male, aged between 24 and 60, with an estimated height ranging from 5 feet 6 inches to 6 feet 2 inches. Unfortunately, no further identifying characteristics were available at the time of the discovery.
The initial investigation revealed critical clues; authorities found a zip tie near the remains and two abandoned vehicles approximately 100 yards away. One vehicle has been ruled out of any connection to the case, while the second is registered to an individual identified as a known member of a local gang. This linkage raised suspicions that the abandoned vehicle could be linked to the circumstances surrounding the unidentified remains.
With the case entered into the National Missing and Unidentified Persons System (NamUs) under case number UP89733, law enforcement’s efforts to identify the individual proved fruitless for several years, leaving the case cold and the man’s identity shrouded in mystery. However, a breakthrough came in 2023 when the Paulding County Sheriff’s Office and the Georgia Bureau of Investigation collaborated with Othram, a forensic DNA testing laboratory based in The Woodlands, Texas. The submission of forensic evidence enabled Othram scientists to extract DNA and create a comprehensive profile using Forensic-Grade Genome Sequencing techniques.
This novel approach included the use of genetic genealogy, a powerful tool that allows researchers to connect DNA profiles with potential relatives. Through this method, Othram returned investigative leads to law enforcement, shining a light on the family connections of the deceased. Subsequent investigations involved collecting DNA samples from potential relatives, ultimately leading to the identification of the remains as belonging to Thomas Joe Kratzer, born on January 18, 1959. Had he been alive at the time of the discovery, he would have been 62 years old. It was confirmed that Kratzer had been reported missing in February 2014, following a prolonged period without contact from family members since October 2013.
The ongoing investigation into the circumstances surrounding Kratzer’s death is still active. Authorities urge anyone with relevant information to assist in the inquiry to contact the Paulding County Sheriff’s Office at 770-443-3010, referencing agency case 2021-09220092 or NamUs ID UP89733.
